The Hill’s 12:30 Report: Justices block Obama on immigration | Obama decries ruling | Dem sit-in enters 25th hour | Brexit vote today | Bernie’s awkward Senate return
BREAKING – IT’S A NO FOR OBAMA: The Supreme Court dealt a blow to President Obama on Thursday, blocking his controversial immigration programs. The court tied 4-4, upholding a lower court ruling that will keep the program from going forward. Why parts of it were controversial: Some states claimed they would be burdened by having to spend more on public services like healthcare, law enforcement and education if undocumented parents of both American citizens and legal permanent residents are allowed to stay in the country. http://bit.ly/28RujHH
It’s Thursday, and heads up, tomorrow is national Bring Your Dog To Work Day! Now is a good time to remind your colleagues. 😉 http://gph.is/28O9itw Filing from the press gallery of a WWE match (Congress), I’m Cate Martel with a quick recap of what you missed this morning (and overnight!) and what’s on tap for the rest of the day. Send comments, story ideas and upcoming events to cmartel@digital-staging.thehill.com, @CateMartel and on Facebook.
JUST NOW – OBAMA REACTS: President Obama just delivered a statement on the blow to his immigration policy, blaming the decision on Republicans (duh) for not confirming a ninth justice. “It takes us further from the country we aspire to be,” Obama said. What it does: It blocks allowing illegal immigrants who are parents of U.S. citizens or lawful permanent residents to remain in the U.S. for three years and to apply for work permits. http://bit.ly/28SRwJg
Morning Consult’s Eli Yokley: Obama says the #SCOTUS decision today is “a consequence of the Republican failure” to consider his SCOTUS nominee. http://bit.ly/28Oj4M2
The Hill’s Jordan Fabian: Obama: “During an election years, politicians tend to use immigration to scare people with words like amnesty with hopes that it will whip up votes” http://bit.ly/28SwWYm
Mic’s Emily Cahn: Shorter POTUS to Congress: #$%^ you http://bit.ly/28PitYW (Nice ‘Friends’ gif)
TIME’s Zeke Miller: A reminder Obama once said he didn’t have the authority to take the action he subsequently took on immigration. http://bit.ly/28SEbjC
4 MORE YEARS. 4 MORE YEARS.: Hillary Clinton on Thursday bashed the Supreme Court’s stalemate as “unacceptable.” In a statement (written in English and Spanish!), she said she’d defend Obama’s proposals if she’s elected. http://bit.ly/28ZgZNf
ALSO BREAKING — IT’S A YES FROM SCOTUS : Via The Hill’s Lydia Wheeler, the Supreme Court ruled today in a 4-3 decision that it is lawful for the University of Texas at Austin to consider race when determining student admissions. Why 4-3: Justice Elena Kagan recused herself from the case. Court watchers had been expecting a 4-4 tie before Justice Antonin Scalia died. http://bit.ly/28ZFv1M
DEM SIT-IN UPDATE: House Democrats (and some Senate Democrats) have been on the House floor since about 11:25 a.m. yesterday holding a sit-in to force votes on gun control. The biggest blow-up happened when Speaker Paul Ryan (R-Wis.) came to the floor late last night to finish regular business, all during raucous chants. He then dismissed the House early until July 5 — i.e.: We’re going home. Your move, Dems http://bit.ly/28UnN0H. Let’s set the scene for you:
- Side-stepping the lack of coverage: Because the sit-in couldn’t be broadcast on C-SPAN (cameras are only on when the House is in session unless the Speaker says otherwise), members used their phones to live stream the scene. Overheard on the House floor: “There’s an app called Periscope.” Lol.
- Here’s a live stream of the action: http://bit.ly/28PMBUz
- Seating: Most chairs on the House floor were empty, but the floor was overcrowded. Members seemed to prefer sitting cross-legged on the ground.
- Senators donated snacks: The cloakroom of the House is filled with food and drinks. Senate Democrats donated snacks as a show of support. The volume points to how long this could go on — and Republicans last night noticed. Photo: http://bit.ly/28R6Oyq
- Rep’s mom gets involved: Rep. Keith Ellison’s (D-Minn.) mom reportedly called his office and passed along the message that she wanted Ellison to join the sit-in. “Your mom called and wants you on the floor!” said a note given to Ellison. http://bit.ly/28PvOEU
- Pizza delivery: Someone in California paid $344 to deliver 10 to 12 Domino’s pizzas to Rep. John Lewis (D-Ga.). Here’s a photo of the overly excited woman delivering them: http://bit.ly/28S4B4n
- Photo tidbit: Photography is not permitted on the House floor, but that rule went right out the window. Members kept asking each other to take photos for them — including a few members asking both Lewis and Sen. Elizabeth Warren (D-Mass.) to take selfies with them.
- #AmericaRunsOnDunkin: Warren delivered Dunkin’ Donuts while tweeting, “Massachusetts knows: America — and #NoBillNoBreak — runs on @DunkinDonuts.” What. An. Ad. http://bit.ly/28UbG44
- Other legislation passed: Overnight, House Republicans passed a controversial $1.1 billion plan for combating the Zika virus. http://bit.ly/28PYBWk
- Let’s not get physical, here: Rep. Louis Gohmert (R-Texas) came on the House floor and began to yell “radical Islam killed these people!” Reports say that lawmakers had to physically STAND BETWEEN Gohmert and Rep. Corrine Brown (D-Fla.) as they exchanged heated words. http://bit.ly/28PjXFr
- Let’s stand back from it all: From AP’s Josh Lederman: “This food fight on the House floor is reminiscent of something you see in foreign parliaments, not in the US. Remarkable moment in politics” http://bit.ly/28NvljX
- People to follow: With all the chaos on the House floor and conflicting reports, these are the reporters you need to follow to understand the play-by-play: The Hill’s Scott Wong, Politico’s John Bresnahan, The Huffington Post’s Matt Fuller and The Hill’s Cristina Marcos.
{mossecondads}”HONEY, I’M HOOOOOOOOME!” — ‘WELL, LOOK. WHO’S. BACK.”: Via The Hill’s Alex Bolton, Bernie Sanders is back in the Senate and it’s been a bit awkward. He’s been calling for an overhaul of the Democratic Party. You can’t sit with us!: That message has been less enthusiastically received in the Senate, where lawmakers often note that Sanders enjoys the full privileges of membership in the Democratic caucus despite being an Independent. http://bit.ly/28UrPXf
I SEE WHAT YOU DID THERE, DEMS: Via Roll Call’s Niels Lesniewski, Senate Minority Leader Harry Reid (D-Nev.) and Senate Democrats are calling on the GOP baseball team to play with eight players instead of nine because, yes, they want to be symbolic and punny about blocking a ninth Supreme Court justice from being confirmed. Oh, politics … http://bit.ly/28YDmSC
IF YOU’RE IN DC: Major thunderstorms are expected between 3-8 p.m. Hail is possible and according to the Capital Weather Gang: “We can’t rule out a tornado or two.” http://bit.ly/28SEjQy
