Obama to offer Gitmo ‘framework’ after rebuke

President Obama on Thursday will explain decisions that have already been made on Guantanamo Bay and offer a “framework” for moving forward, the White House said Wednesday, hours after the Senate dealt the administration a sharp rebuke of Obama’s plan so far.

White House press secretary Robert Gibbs downplayed the Senate’s overwhelming vote to block $80 million to shut down the detention facility in Cuba, repeating his belief that Congress needs more detail before releasing the funds.

{mosads}But Gibbs was coy about whether those details would be forthcoming in Thursday’s speech, which will also include some talk about state-secret provisions and “transparency and national security.”

“I don’t expect that he’s going to hand out a 100-page plan that will have every decision made,” Gibbs said.

But Gibbs said Obama “will go through some of the decisions we have to make regarding how we go about closing Guantanamo.”

Gibbs also declined to directly address FBI Director Robert Mueller’s concerns, aired Wednesday morning at a House hearing, about incarcerating alleged terrorists from Guantanamo in American prisons.

“[Obama] is not going to make any decisions or judgments that imperil the safety of the American people,” Gibbs said.

He added that the president “hasn’t decided where some of the detainees will be transferred.”

“A lot of decisions have not been made,” Gibbs said.

He said the administration will work with Congress in the coming “weeks and months” to develop a “detailed plan that would meet their test for releasing those resources.”
