Lobbying World: House Appropriations chair chief joins Baker Donelson

Stephen Ruhlen, most recently chief of staff to House Appropriations Committee Chair Kay Granger (R-Texas), has joined Baker Donelson as a senior policy adviser in the firm’s Washington, D.C., office.

Securities and Exchange Commission (SEC) alum Carolyn Welshhans has joined Morgan, Lewis & Bockius LLP as a partner. Welshhans was most recently associate director of enforcement at the SEC, and she will focus on SEC enforcement, investigations, and litigation, the law firm said.

Holland & Knight has added Safwan Al-Amin as a partner in its litigation section and Joseph Greenberg as a senior policy adviser. Al-Amin joins from the firm Squire Patton Boggs, and Greenberg was most recently president of the cleantech consulting firm TechVentures Inc.

Foley & Lardner LLP has added John Strom as special counsel in the public policy and government relations practice group in the firm’s D.C. office. Strom was most recently senior counsel for the House Energy and Commerce Committee and is a Senate Health, Education, Labor and Pensions Committee, Department of Health and Human Services and House Natural Resources Committee alum.

Jill Whitelaw has joined the Managed Funds Association, a trade association representing asset managers including hedge funds, as vice president and senior counsel of regulatory affairs. Whitelaw was most recently an executive director at Morgan Stanley Investment Management.

Bradley Cooper — not that Bradley Cooper — has joined Husch Blackwell Strategies’s federal team as an associate. He was a fellow at the firm over the summer.
