Bingaman calls broad climate bills dead in the next Congress

Sweeping climate bills that would impose greenhouse gas limits on broad swaths of the economy collapsed in the Senate this year after a major bill narrowly passed the House in 2009. And Republicans, who largely oppose emissions limits, are poised for gains in the mid-term elections.
