The New Mexico Democrat also hopes to revive legislation that puts a congressional stamp on the overhaul of offshore drilling oversight.
Bingaman is known for working with his GOP counterparts on the committee, and also sits to the right of many Democrats on some key issues, such as his support for expanded offshore oil-and-gas production.
