She noted Majority Whip Kevin McCarthy (R-Calif.) has said he wants to address efficiency, and Shaheen also cited the introduction of companion legislation in the House, which is sponsored by Reps. David McKinley (R-W.Va.) and Peter Welch (D-Vt.).

While he’s threatening the Keystone amendment, Shaheen also said she sees Hoeven as an ally in advancing the efficiency bill.
“Senator Hoeven has been very helpful as we have been talking about how to move the bill through the process, and I expect he will continue to be,” Shaheen said.
