Senate Dems’ jobs plan won’t eliminate oil tax breaks

But leaving them out could help Senate Democratic leaders corral votes from conservative oil-state Democrats.

A Democratic bill to end tax breaks for the largest oil companies fell well short of the needed 60 votes in May.
