OVERNIGHT ENERGY: Gas exports fall short of Ukraine bill
NATURAL GAS: Efforts to attach a measure fast-tracking natural gas exports to a Ukraine aid package by Sen. John Barrasso (R-Wyo.) on Wednesday were stopped dead at a committee markup.
But is there still life left in the proposal?
{mosads}Barrasso plans to bring up the amendment again on the Senate floor when the full chamber considers the Ukraine aid bill.

EPA CARBON LIMITS: Top Republicans on the House Energy and Commerce Committee are ramping up efforts to unravel the Environmental Protection Agency’s rule targeting carbon emissions from coal-fired power plants.
GOP leadership on the committee announced the investigation on Wednesday. Chairman Fred Upton (Mich.) spearheaded the letter sent to EPA chief Gina McCarthy, requesting the names of all officials involved in determining that the power plant rule stay within authorities allotted the agency under a 2005 law.

KEYSTONE XL: On Thursday, the Senate Foreign Relations Committee will hold a hearing on the proposed oil-sands pipeline.
The hearing will dive into whether building Keystone XL is in the national interest. Witnesses include U.S. Chamber of Commerce President Karen Alderman Harbert and Michael Brune, director of the Sierra Club.
Gen. James L. Jones, former national security adviser to President Obama and retired Marine Corps general, will also testify at the hearing. Jones has received heavy scrutiny from green groups for his ties to Keystone XL advocates ahead of the hearing.
Had enough Keystone yet? … Well, get used to it. Sen. Barbara Boxer (D-Calif.) is holding a press conference on Thursday with nurses from across the U.S. to highlight the harmful health affects of oil sands and the Keystone XL pipeline. President of National Nurses United Karen Higgins will join Boxer along with four other nurses from various states.
And a little bit more … Keystone XL opponent and billionaire environmentalist Tom Steyer will hold a call with reporters on Thursday about new analysis, which states Keystone XL will significantly add to carbon pollution in the U.S.

NATIONAL SECURITY: The Bicameral Task Force on Climate Change will host a forum on the national security impacts of climate change on Thursday.
Sen. Sheldon Whitehouse (D-R.I.) and Rep. Henry Waxman (D-Calif.) will be joined by retired Army and Marine Corps generals and captains.
