Dems float ‘Race to the Top’ energy bill

The bill seeks to halve energy used by homes and businesses over the next 20 years through constructing more efficient buildings, energy efficiency retrofits and upgrading appliances.

The Alliance to Save Energy, which backs the bill, contends doubling energy productivity in the next 20 years would add 1.3 million jobs, cut carbon emissions by one-third and raise annual economic output 2 percent.
