Chu to Congress: Carbon cap is vital

Chu touted DoE support for expanded research and development of technologies like carbon capture and storage. But he added that creating a cost for emitting greenhouse gases – which would occur under an emissions-capping bill – provides a “long-term signal” that will drive investment decisions by energy project developers.

“The influence of their investment decisions actually leads to more innovation,” he said.
