House passes ‘cash for caulkers’

Rep Peter Welch (D-Vt.), a chief sponsor of the bill, called the legislation a “hat trick” because it would create 168,000 jobs, while saving consumers $10 billion over 10 years and reducing greenhouse gas emissions.

Republicans largely opposed the bill and won support for a change to require the legislation not add to the deficit. Democrats will now have to find a way to pay for the bill for it to be implemented or else change the language in conference with the Senate.
