Tester to introduce bill delaying interchange limits

Tester, who is up for reelection next year, indicated earlier this month that he would introduce such a bill, and had said previously that he was concerned how the limits might affect small banks and other financial institutions.

His legislation would suspend the rulemaking process for two years while directing the government to conduct a study about the provision’s effects.

The provision has been the subject of a lengthy, intense lobbying fight on Capitol Hill, pitting banks against retailers, with billions in revenue at stake.
