Four legal experts to testify at IRS impeachment hearing

Four legal experts are slated to testify before the House Judiciary Committee next week about whether they think IRS Commissioner John Koskinen should be impeached.

The Judiciary Committee announced the witnesses on Wednesday, the same day that the House Oversight Committee voted to censure Koskinen.

{mosads}At the Judiciary Committee’s first hearing, two Republican lawmakers testified that Koskinen engaged in misconduct while Congress investigated revelations that Tea Party groups’ applications for tax-exempt status were given extra scrutiny by the IRS. The witnesses at next week’s hearing will comment on those findings and make recommendations about whether Congress should take further action.

One of the witnesses is Jonathan Turley, a law professor at George Washington University who frequently testifies before Congress on constitutional issues and is representing the House in a lawsuit challenging Obama administration actions concerning ObamaCare.

Andrew McCarthy, a former assistant U.S. attorney and a National Review contributing editor, is also on the witness list. He is the author of a book called “Faithless Execution: Building the Political Case for Obama’s Impeachment.”

The third witness will be Michael Gerhardt, a professor at the University of North Carolina School of Law. Gerhardt told The New York Times in May that it could be appropriate to impeach Koskinen for lying under oath if Republicans successfully made their case, but that Republicans could hurt their case if they focused more on the poltical arguments than the legal arguments.

The fourth will be Todd Garvey, a legislative attorney at the Library of Congress.
