The chart contains a 2006 counterfactual as well estimating how much the losses would be if all immigrant labor were eliminated. Washington state would lose up to $590 million in the short-term, the chart states for example.
Vilsack said those opposed to the Senate bill should understand that the pathway to citizenship involves fines.
“An amnesty program would be if there were no penalty associated with it,” he said.
