Pelosi hints bank tax may not be in financial reform

Tax writers in Senate Finance and Ways and Means are trying to put into law a pledge by President Obama to tax banks that take extraordinary risks. 

Lobbyists tell The Hill that it has been difficult for staffers to make the president’s promise a reality since they are unsure on how the tax should be structured.
