Fox News explains: “The head of the IRS confirmed Wednesday that investigators looking into missing emails from ex-agency official Lois Lerner have found and are reviewing ‘backup tapes’ — despite earlier IRS claims that the tapes had been recycled.
“IRS Commissioner John Koskinen, testifying before a House oversight subcommittee, stressed that he does not know ‘how they found them’ or ‘whether there’s anything on them or not.’ But he said the inspector general’s office advised him the investigators are reviewing tapes to see if they contain any ‘recoverable’ material.

CR-WATCH: HOUSE VOTE NEXT WEEK STILL POSSIBLE, via Cristina Marcos for the hometown paper: “The chairman of the House spending panel said Wednesday that members are talking about moving a continuing resolution before the chamber adjourns for the August recess next week, but have not made a final decision. DAYS UNTIL EX-IM EXPIRES: 69. And we’re hearing from both Republicans and Democrats alike that Ex-Im supporters’ have regained the upper hand against its Tea Party critics.
A top GOP strategist – who opposes reauthorization – tells OVERNIGHT that the Democrats’ “biggest weapon” is the Continuing Resolution (CR). The strategist said that Senate Majority Leader Harry Reid (D-Nev.) “rightly knows the number one thing that Republicans want to avoid is a government shutdown with only one month to go before the November elections.”
— MEANWHILE, Sen. Joe Manchin (D-W.Va.) told me earlier today that he’s put his Ex-Im reauthorization bill with Sen. Mark Kirk (R-Ill.) on-hold as they wait for the House to figure out what they’ll do with Ex-Im. Manchin smiled when asked if including Ex-Im in a CR would make it difficult for the bank’s opponents to shut it down. Then he quipped: “It makes it a little difficult, doesn’t it?”

Waters said she would have ‘serious concerns’ about the transition, as reported, and said she would have questions about O’Malia’s intentions.
‘It does not bode well to have someone move and go right into a position that they could exercise some influence based on where they’ve been, so I would have concerns about that,’ she said. “By a 3-to-2 vote, the Securities and Exchange Commission adopted a set of new rules for money market funds, a $2.6 trillion industry where ordinary individuals and sophisticated institutions alike park their cash.
