Most analysts expect the costs to be minimal. Delaying the mandate by a year will likely mean that the government earns less, over 10 years, from penalties on employers that do not offer affordable health insurance.
It could also increase the cost of tax credits to help people buy insurance through newly created exchanges, although a report from the Urban Institute on Monday said that’s not likely to happen.
