Overnight Healthcare: Top conservative pushes for Medicaid changes in ObamaCare bill
The chairman of the conservative Republican Study Committee (RSC) says that if the House adopted two Medicaid amendments he is pushing, he would vote yes on GOP leadership’s ObamaCare repeal bill.
Rep. Mark Walker (R-N.C.), the RSC chairman, is pushing amendments to move up the end of ObamaCare’s Medicaid expansion for new enrollees to 2018 instead of 2020, as it is in the current bill.
The other amendment would institute work requirements for “able-bodied,” childless adults on Medicaid.
“We are a ‘yes’ if we get both of them, and we are ‘lean yes’ if we get one of them,” Walker told reporters.

Second committee advances ObamaCare repeal legislation
The House Energy and Commerce Committee advanced GOP legislation to repeal and replace ObamaCare, titled the American Health Care Act, on a party-line vote Thursday afternoon, after 27 hours of continuous debate.
The committee markup lasted from Wednesday morning to Thursday afternoon before it was finally approved by a vote of 31-23.
{mosads}Democrats dragged out the hearing by proposing a slew of amendments, all of which were rejected by Republicans.
The measure now goes to the House Budget Committee, with plans for a vote in the full House within several weeks. The House Ways and Means Committee passed its piece of the legislation early Thursday morning.
“Today, the House took a decisive step forward in fulfilling a promise to the American people that has been years in the making: repealing and replacing Obamacare with affordable, patient-centered reforms. After conducting an open and transparent markup, we are proud to put forth a plan that represents a Better Way for patients and families,” said Energy and Commerce Chairman Greg Walden (R-Ore.).

The House Ways and Means Committee on Thursday was the first panel to advance GOP legislation to repeal and replace ObamaCare on a party line vote, moving forward even as the bill faces headwinds.
Their committee markup lasted over 16 hours, stretching until after 4 a.m. Thursday before the measure was approved, 23-16. Republicans blamed Democrats for purposely dragging the process out with a range of amendments.
But Democrats hit back during the markup, accusing Republicans of pushing their plan through in the stealth of night.
“Here we are at almost 2 o’clock in the morning taking a vote when the American people have gone to sleep,” said Rep. Richard Neal (D-Mass.), the Ways and Means Committee’s top Democrat.

Rand Paul introduces ObamaCare repeal alternative
Sen. Rand Paul (R-Ky.) is pushing an alternative ObamaCare repeal bill amid growing opposition to the House GOP leadership’s plan.
Paul introduced a clean ObamaCare repeal bill — mirrored off a 2015 bill that cleared the Senate along party lines.
“The Republican Party is unified on Obamacare repeal,” Paul said in a statement. “We can honor our promise right away by passing the same language we acted on in the last Congress.”
Paul’s proposal would effectively separate repeal of ObamaCare from replacement. The move could alienate a group of centrist Republicans who want, at a minimum, the key details of replacement nailed down before they vote to repeal.

Trump: GOP healthcare push ‘coming along great’
President Trump on Thursday insisted the GOP’s effort to repeal and replace ObamaCare “is coming along great,” pushing back on news reports detailing serious roadblocks for the plan.
“Despite what you hear in the press, healthcare is coming along great. We are talking to many groups and it will end in a beautiful picture!” Trump tweeted.

States warn millions could lose coverage under GOP plan
Democratic and Republican officials outside of Washington are warning Congress that millions will lose healthcare coverage if the House GOP’s proposal to replace ObamaCare becomes law.
Almost all governors and state executive officers who object to the replacement hail from states that opted to accept federal funding to expand Medicaid under ObamaCare. The Republican replacement would roll back funding for the Medicaid expansion, forcing states to either shoulder the billions of dollars in costs themselves or drop new Medicaid recipients from the rolls.
In many states, budgets already stretched thin and threatened by declining growth in tax revenue have governors concerned they won’t be able to cover the costs without significant tax hikes.

Jacket off and sleeves rolled up, Speaker Paul Ryan (R-Wis.) on Thursday ditched the podium and delivered a 25-minute TED Talk-like presentation on why the new GOP health bill represents the best, and perhaps only, chance to repeal ObamaCare.
“This is the closest we will ever get to repealing and replacing ObamaCare,” Ryan told reporters at the end of his slideshow presentation. “The time is here; the time is now. This is the moment.”
