Bolivia has accused the European nations of an “act of aggression” that put their leader’s life in danger but has made it clear that it holds the United States ultimately responsible. Defense Minister Ruben Saavedra, who was on the flight, denounced a “hostile act by the United States State Department which has used various European governments.”

Snowden is believed to still be in the transit zone of the Moscow airport. He has applied for asylum in 20 countries, including Bolivia.
