Sivak said he is continuing Kundra’s emphasis on opening data up to public uses and said the information is used both internally and by the public to improve city services. He said there is sometimes some internal resistance or “data selfishness” but that can be mitigated by explaining the potential benefit to civic agencies.
For example, after examining payroll data, analysts found an issue with too much overtime being claimed at St. Elizabeth’s Hospital that correlated closely with the amount of sick leave being taken. After notifying the hospital’s administrators, Sivak said the amount of overtime fell by 46 percent.
