AT&T concedes wireless net-neutrality rules make fine public policy

But in a statement Thursday, AT&T said it had reached a deal to support draft legislation which would have regulated both both wireline and wireless networks. The rules for wireline networks were tougher. The draft bill also prevented the FCC from placing broadband businesses under telephone rules, a proposal phone and cable companies have strongly resisted. 

AT&T’s statement from legislative affairs executive Jim Cicconi said Waxman’s legislation would “ensure the openness of the Internet while protecting investment – all without new, intrusive FCC regulation.”

The company appeared to give a nod to arguments from GOP members who would not endorse the bill, a development that Waxman blamed for thwarting the effort. The GOP members said time limits were too tight and the rules were too strict.

“While we are disappointed that it was not possible to introduce a bill with bipartisan support, we are mindful that these issues are important and complex, and that there was insufficient time to consider and act on our efforts,” Cicconi said. “We are pleased that [House Communications Subcommittee ranking member Rep. Cliff Stearns (Fla.) and full committee ranking member Rep. Joe Barton (Texas) ] remain open to Congressional action on this issue, and pledge to work closely with them toward that end.”

He reiterated the company’s opposition to Title II reclassification of broadband services at the FCC, a measure several major Democrats including Waxman have promoted as the legislative effort stalls. 

“We remain equally convinced that the regulatory overreach being urged on the FCC by some is a major mistake that would adversely impact jobs and investment, and would likely be overturned in court,” Cicconi said.
