Comcast was also asked to explain the operation of its managed services, which include pay-per-view and video on-demand. The FCC also asks the cable giant to explain the advantages Comcast’s service provides over competing services and identify competitors in the managed services market.
Managed services have increasingly been a topic of debate within telecom policy circles, as some believe they would provide cable companies with an outlet to prioritize certain types of Web or video content. The much-discussed open Internet framework proposal unveiled by Google and Verizon this summer included an exception for managed services.
