New regs for Tuesday: Police, online gambling, classified material

Tuesday’s edition of the Federal Register contains new rules for police departments responding to active shooter situations, restrictions on online gambling, and transportation requirements for classified materials.

Here’s what is happening:

Shooters: The Department of Homeland Security (DHS) is moving forward with new recommendations for police departments responding to situations where there is an active shooter or someone with an improvised explosive device.

The guidance document — “First Responder Guidance for Improving Survivability in Improvised Explosive Device and/or Active Shooter Incidents” — comes from a list of military strategies in responding to such situations, the agency noted.

Online gambling: Financial regulators are looking into a rule aimed at rooting out illegal Internet gambling.

The Federal Reserve and Treasury Department announced Monday the renewal of a recordkeeping requirement intended to show that payment systems are implementing policies to “identify and block or otherwise prevent or prohibit transactions in connection with unlawful Internet gambling.”

Classified material: The Nuclear Regulatory Commission (NRC) is moving forward with a new transportation security plan for protecting the shipment of classified materials.

The regulatory guide suggests what measures should be taken to “protect classified matter while in transport.”

Appraisal companies: The Obama administration is moving forward with a new rule for appraisal management companies, which comes as part of a requirement from the Dodd-Frank financial reform law.

The Treasury Department, Federal Reserve, Federal Deposit Insurance Corporation, National Credit Union Administration, Federal Housing Finance Agency, and Consumer Financial Protection Bureau are all issuing new supervisory rules for appraisal management companies.

The rule goes into effect in 60 days.
