New regs for Wednesday: Border patrol, nuclear, trucks
Wednesday’s edition of the Federal Register contains new overtime rules for border patrol agents, financial qualifications for nuclear reactor licensees, and certification requirements for trucks.
Here’s what is happening:
Overtime: The Office of Personnel Management (OPM) is proposing new overtime rules for border patrol agents with U.S. Customs and Border Protection.
These border patrol agents would be subject to new overtime pay schedules beginning in January 2016 under the proposed rules.

Nuclear reactor: The Nuclear Regulatory Commission (NRC) is proposing new financial qualifications for reactor licensing.
The NRC issued a draft regulatory basis Tuesday, which can be used to develop a proposed rule on the subject. The agency wants to make sure that applicants “appear to be financially qualified.”

Trucks: The Federal Motor Carrier Safety Administration (FMCSA) is proposing new certification requirements for United States-domiciled motor carriers involved in interstate commerce.
These trucks must display a certification label from the vehicle manufacturers or the Department of Transportation, which indicates it met federal safety standards at the time it was manufactured.
“If the certification label is missing, the motor carrier must obtain, and a driver upon demand present, a letter issued by the vehicle manufacturer stating that the vehicle met all applicable [standards] in effect at the time of manufacture,” the agency wrote.

Mountain lions: The Fish and Wildlife Service (FWS) said Tuesday the eastern puma is extinct and no longer warrants protection under the endangered species list.
The FWS is proposing to remove the eastern puma from the list of endangered species. The eastern puma is a subspecies of cougars and mountain lions.
The eastern puma was last spotted in 1938, according to the agency.
