New regs for Wednesday: Military courts, veterans, efficiency

Wednesday’s edition of the Federal Register contains new rules for military courts, veterans’ care facilities and energy conservation standards for refrigeration systems.

Here’s what is happening:

Efficiency: The Department of Energy (DOE) is rolling back energy conservation standards for refrigeration systems.

The Energy Department’s Office of Energy Efficiency and Renewable Energy is complying with a court settlement to tweak efficiency rules for walk-in coolers and freezers.

The DOE agreed to vacate portions of the rule that relate to multiplex and dedicated condensing refrigeration systems.

The changes go into effect immediately.

Military court: The Department of Defense is proposing new rules and procedures for the U.S. Court of Appeals for the Armed Forces.

The public has 30 days to comment.

Veterans: The Department of Veterans Affairs is proposing new rules for community residential care facilities.

Community residential care facilities would be prohibited from hiring people who have a history of abuse or theft. The rules are intended to protect elderly patients from being neglected or mistreated by staff.

The public has 60 days to comment.
