New regs for Tuesday: Seatbelts, military, finance
Tuesday’s edition of the Federal Register contains new rules for automated trading, military contractors and seatbelt requirements for trucks.
Here’s what is happening:
Buckle up or ticket: The Federal Motor Carrier Safety Administration (FMCSA) is moving forward with new seatbelt requirements for trucks.
The seatbelt requirements will apply to passengers in “property-carrying commercial motor vehicles” that are being driven for interstate commerce.
The FMCSA measured the costs and benefits of the rule: “The only quantifiable cost of the final rule is the value of the person’s time necessary to buckle the seat belt, which is negligible,” the agency wrote. “The benefits of this rule are any fatalities or injuries avoided or reduced in severity as a result of seat belt use.”
The rule goes into effect in 60 days.
Finance: The Commodity Futures Trading Commission (CFTC) is delaying new rules for automated trading.
The CFTC proposed automated trading rules in December, but is now reopening the comment period to give the public more time to consider the changes.
The public now has until June 24 to comment.
Military: The Department of Defense (DOD) is proposing new cafeteria rules.
The cafeteria rules would apply to military contractors that run the dining facilities for soldiers. It would affect the “policies and procedures for soliciting offers, evaluating proposals, and awarding contracts,” according to the DOD.
The public has 60 days to comment.
