The White House regulatory chief is set to defend the decision to boost the social cost of carbon (SCC), arguing the boosted figures are used in Europe, RegWatch reports. But Howard Shelanski will remain silent on the administration’s decision to delay a key provision of the Affordable Care Act, after turning down an invitation to testify on the subject.
