New regs for Thursday: Holiday edition

Christmas Eve’s sneak peak of the next Federal Register reveals a full slate of rules to be published on Thursday (since there won’t be a Christmas Day edition). 

{mosads}Among the highlights are new and proposed rules on housing, access for the disabled and drug testing for railroad employees.

Here’s a look:

Housing:

The Federal Housing Finance Agency (FHFA) is out with new guidance related to stress testing performed by the lending institutions under its supervision. The 92-page guidance stems from the 2010 Dodd-Frank act designed to stave off a repeat of the 2008 economic crisis, to which the housing industry contributed.

Video captioning: 

The Federal Communications Commission (FCC) is considering whether to enact new regulations requiring online videos, particularly news clips, to come with closed captioning for the disabled. The measure would be seen as a way to extend access to vital content, at the urging of consumer groups.

Drug testing:

The Federal Railroad Administration (FRA) is updating its standards for random drug testing for railroad employees. Since less than one percent of those tested in 2013 tested positive, the agency has elected to maintain regulations requiring that a quarter of all employees be tested in 2014.
