New rules for Tuesday: Funding anti-dropout center

The Centers for Medicare and Medicaid Services is issuing rules for a new ObamaCare program for small businesses, which will be delayed for one year.  

Financial:

The Commodity Futures Trading Commission is adopting rules for swaps exchanges and a schedule for compliance under the Dodd-Frank financial reform law. 

Environment:

The Environmental Protection Agency wants to take a Superfund site off of its list of priorities. 

The agency is also proposing changes to emission standards on Indian reservations. 

The Fish and Wildlife Service wants to revise the protected habitat for the Salt Creek tiger beetle, an endangered species, in eastern Nebraska. 

Fishing and water:

The National Marine Fisheries Service is amending rules for catching sablefish off of Alaska. 

The agency is also excluding seagrass from a Caribbean management plan, establishing rules for catching some grouper in the Gulf of Mexico and placing limits on retaining Pacific bluefin tuna. 

Species of sawfish should be considered endangered, the agency found. 

The Navy is declaring that one of its ships cannot comply with some provisions of international rules to prevent collisions at sea. 

Communications:

The Federal Communications Commission is clarifying portions of its rules for exposure to radio frequency electromagnetic fields and proposing additional rules.

Information:

The White House Office of Science and Technology Policy is adopting procedures for implementing the Freedom of Information Act.
