The Federal Railroad Administration wants to outline the way some major railroads develop incident stress plans. 

Fishing and wildlife:

The National Marine Fisheries Service is halting fishing for gray triggerfish in the South Atlantic for the rest of the year. 

The agency is also proposing regulations for a catch sharing plan for some Pacific halibut and the National Oceanic and Atmospheric Administration is seeking to re-establish the process to nominate a new national marine sanctuary. 

The U.S. Fish and Wildlife Service is reopening the comment period to add a type of shrub to the list of endangered species. 

Farms:

The U.S. Department of Agriculture is considering changing the structure of the national committee on potatoes. 

Copyright:

The Copyright Office of the Library of Congress is changing its rules to allow for individuals to register a single work via an electronic system. 

Small businesses:

The Small Business Administration is amending its rules for when companies misrepresent themselves to gain access to an agency program. 

Education:
The Department of Education will prioritize research on disability in rural areas under a disability research program. 

Environment:

The Environmental Protection Agency is extending the public comment period for a proposal for pulp mill standards. 

Energy:

The Federal Energy Regulatory Commission wants to end reliability standard requirements that it says are redundant or provide little protection. 

Medical devices:
The Food and Drug Administration is proposing an order to reclassify a type of implanted device to access blood.
