New regs for Monday: California wine

{mosads}The proposed rule from the Alcohol and Tobacco Tax and Trade Bureau would set up an viticultural area in the region and allow wines using grapes grown there to advertise themselves as such.

Clean air:

The Environmental Protection Agency (EPA) is allowing the Southern Ute Native American tribe to have the authority to implement and enforce air pollution standards.

The EPA is issuing a direct rule and also proposing a permanent change in regulations to allow the tribe to monitor air pollution.

Fishing:

The National Marine Fisheries Service is extending the comment period for its May proposal to prohibit removing the fins from sharks.

Elections:

The Federal Election Commission is clarifying its rules on political committees’ expenditures.

Diamonds:

Importers and exporters of unfinished diamonds will have to hold on to certificates for at least five years under a new rule from the Treasury Department and U.S. Customs and Border Protection.

Endangered species:

The Fish and Wildlife Service is reopening its comment period to list varieties of cactus and other plants as endangered.

Export:

The Commerce Department is updating its export rules on military vehicles to rearrange regulations on outdated equipment.

The State Department is also updating its list of arms trafficking rules and implementing a rule exempting firearms parts exports to Canada under $500 from needing a license.

Secrecy:

The National Endowment for the Arts, the National Endowment for the Humanities and the Institute of Museum and Library Services want to change their joint Freedom of Information Act (FOIA) regulations, because they are all working on their own FOIA rules.
