New regs for Friday: Additional pilot certification requirements

{mosads}Manufactured homes:

The Department of Housing and Urban Development wants new rules for installing manufactured homes. 

The proposal would revise current standards for anchoring the homes to the ground and create a uniform national test to make sure those anchors are effective.

“The performance of conventional ground anchor assemblies is critical to the overall quality and structural integrity of manufactured housing installations,” the department said in its proposal.


Endangered species:

The Fish and Wildlife Service is declaring that a type of fish called the diamond darter is endangered. 

Additionally, the agency is reclassifying two types of flowers that were formerly endangered. The San Clemente Island lotus and San Clemente Island paintbrush will now be considered “threatened,” a less protected status. 


Hunting:

The Fish and Wildlife Service is proposing rules for the 2013-2014 hunting season for some migratory birds. The rules will help states finalize their rules and prevent over-hunting. 

Finance:

The Commodity Futures Trading Commission is finalizing interpretive guidance for international derivatives trades, known as swaps. The new publication helps clarify the term “U.S. person” under the agency’s rules, obligations for foreign branches of American banks and provisions of the Dodd-Frank financial reform law. 


Superfund:

The Environmental Protection Agency (EPA) is deleting a Bridgewater, Mass., Superfund cleanup site from its national list. The deletion signifies that the agency believes that all necessary response measures have been conducted, but it does not prevent it from taking future actions at the site. 


Energy:

The Federal Energy Regulatory Commission wants to adopt updated standards for public utilities, which have already been adopted by an industry standards board. 


Farms and pesticides:

The Farm Credit Administration is announcing that July 22 is the effective date for its newly adopted framework for institutions that use unincorporated businesses like limited liability corporations (LLCs) organized under state laws. 

The EPA is issuing a public notice that it has passed along a draft rule on worker protections related to pesticides to the U.S. Department of Agriculture. 


Maritime commission:

The Federal Maritime Commission is updating its rules on filings and proceedings it oversees to remove unnecessary and overly burdensome requirements. 


Acquisition:

The Department of Energy is accepting new comments on a June proposal to add export control requirements to its acquisition rules. 


Communications:

The White House budget office has approved the Federal Communications Commission’s intention to collect information as part of an effort to close gaps in wireless coverage across the country.
