New regs for Friday: Foreign atomic energy assistance

Regulations on peaceful nuclear trade and assistance have not been updated since 1986, though the global nuclear marketplace has expanded considerably in that time frame.

Endangered species:

The Fish and Wildlife Service wants to add a couple of plants to the Endangered Species List. The proposal would give new protections to Short’s bladderpod, whorled sunflower and fleshy-fruit gladecress, and designate critical habitat for the species in Alabama, Georgia, Tennessee, Kentucky and Indiana. 

The agency also wants to designate the endangered flowering plant Webber’s ivesia as threatened and list critical habitat for it in California. 

Food aid:

The U.S. Department of Agriculture is finalizing a previously temporary rule that allows state agencies that regulate the Supplemental Nutrition Assistance Program to share information with schools to determine if children should be receiving free lunches. 

Healthcare:

The Centers for Medicare and Medicaid Services is updating its payment rates for inpatient rehabilitation and skilled nursing facilities for fiscal 2014.

Fruits:

The U.S. Department of Agriculture is proposing five changes to rules on handling kiwis grown in California. The recommendations come from a committee that is responsible for administering the rules. 

Hunting:

The Fish and Wildlife Service is proposing rules for hunting migratory birds on Native American reservations. 

Education:

The Department of Education wants to waive a requirement that prohibits grant-funded projects from lasting longer than five years for a partnership effort on individuals with disabilities and a technical assistance coordination center. 

Imports:

The Commerce Department is finalizing a rule on valuing products from nonmarket or transitional economies like China. 

Taxes and finance:

The Internal Revenue Service has new rules for property transfers from businesses registered as C corporations and guidance for taxpayers who elect to use a “straddle-by-straddle” identification.

The tax agency is also proposing to change the examples it uses to illustrate rules for investment companies. 

The federal agency that regulates credit unions wants to change its rules on filing financial and statistical reports. 

Fishing:

Commercial fishing for snowy grouper in the South Atlantic is being suspended for the year on Aug. 10, when the annual quota for the fish is expected to be reached.

The National Marine Fisheries Service is also amending rules for fishing in reefs in the Gulf of Mexico and proposing to implement new restrictions on herring and squid fishing in the Atlantic.
