New regs for Thursday: Renewable fuel rule published

The Commodity Futures Trading Commission is issuing new rules for derivatives clearinghouses that are deemed “systemically important.”
The new rules implement a part of the Dodd-Frank Wall Street reform law meant to ensure that a financial crisis on the scale of the 2008 crisis never occurs again.
Disability phone service:
The Federal Communications Commission is publishing a rule with stronger standards for a service that lets people with speech disorders more effectively communicate over the phone.
Known as “speech-to-speech,” the service allows people with speaking disabilities to talk with an operator trained to understand different disorders. The operator acts as a translator, communicating what the person with the disorder said to the person on the other end of the line.
The new standards were announced in July, and the agency is accepting comments on the new rule.
ObamaCare:
The Internal Revenue Service has new rules for hospitals to pay an excise tax if they do not meet standards for serving communities, as called for by the Affordable Care Act. The agency is also accepting comments from the public about the regulation.
Protected species:
Two types of butterflies should be declared endangered species, according to the Fish and Wildlife Service.
The agency also wants to protect areas for the butterflies in two Florida counties.
The National Oceanic and Atmospheric Administration is also reopening the comment period for a proposal to change the boundaries of the Thunder Bay National Marine Sanctuary in Lake Huron.
Environment:
The EPA is allowing a non-government industry standard to be used to assess some sites that might pose a threat to public health or the environment.
The agency is also accepting comments on the new rule.
Pensions:
The Pension Benefit Guaranty Corp., which protects private sector pensions, has new interest assumptions for the month of September.
