New regs for Tuesday: Exports to Sudan, Iran under review

The Federal Communications Commission is looking for ways to make sure that a service to help deaf people use the telephone is not used by those who don’t need it. 


Endangered species:
The Fish and Wildlife Service wants to downgrade the Santa Cruz cypress tree from endangered to “threatened” status. 

“After review of all available scientific and commercial information, we find that reclassifying Santa Cruz cypress as threatened is warranted,” the agency said in its proposal.

The service is also taking five subspecies of pocket gopher off of the list of candidates for the Endangered Species List, since some may be extinct and others are not warranted. A proposal to add four other subspecies of the animal to the list is currently under consideration and is being extended by six months. 


Agriculture:

The Department of Agriculture is decreasing the assessment fee for California dates. The fee is charged to dates grown or packed in Riverside County, Calif., and are used to fund a local administrative program. 


Automobiles:

The National Highway Traffic Safety Administration (NHTSA) is updating its list of vehicles that do not conform to federal safety standards but nonetheless are allowed to be imported to the U.S.

“The list has been revised to add all vehicles that NHTSA has decided to be eligible for importation since October 1, 2012, and to remove all previously listed vehicles that are now more than 25 years old and need no longer comply with all applicable [standards] to be lawfully imported,” the agency said in its rule. 

Additionally, NHTSA wants to update safety standards to allow the surface on which license plates are mounted to be at an angle of up to 30 degrees from vertical.

That change would hew American standards more closely to European ones and “would increase manufacturer design flexibility without compromising safety or increasing costs,” it maintained. 


Fishing:

Commercial shark fishers in the Atlantic and Gulf of Mexico are trading quotas for the rest of the 2013 season. 

North Carolina is transferring a portion of its 2013 commercial quota for bluefish to Massachusetts, according to a notice published by the Commerce Department.


Taxes:

The IRS is finalizing rules for some corporations’ property sales.
