A former Congressional Budget Office director is warning President Trump of the risks of using a border-adjustment tax to pay for a wall along the U.S.-Mexico border.
The fact that Congress has not passed tax reform in decades poses a problem for the plan, Douglas Holtz-Eakin told The Hill.
“Congress is going to pay for [the wall] with tax reform. We haven’t done tax reform in 30 years, so it’s a little bit of a risk there,” said Holtz-Eakin, the president of American Action Forum.
