The Senior Director of Quality is responsible for: 

  • Serves as a strategic thought leader on health care quality, recommending and implementing advocacy strategies to positively influence quality and regulatory policies that impact pathology and laboratory medicine. 
  • Directs team responsible for federal advocacy on health care quality issues. 
  • Directs and manages the Pathologists Quality Registry. 
  • Develops and implements advocacy strategies on assigned issue areas, including the Merit Based Incentive System (MIPS); the Clinical Laboratory Improvement Act (CLIA), Laboratory Developed Tests (LDTs), the Personalized Medicine and Cancer Moonshot initiatives, Health Information Technology (HIT), as well as informatics and innovation priorities. 
  • Fosters collaboration, within Policy and Advocacy Reporting Unit and across the CAP enterprise, to build a unified public policy and advocacy agenda within the CAP on health care quality issues that impact pathology and laboratory medicine. 
  • Partners with the Vice President of Policy and Advocacy and Senior Advocacy Leaders in managing across the portfolio of CAP Policy and Advocacy initiatives and activities to ensure alignment with CAP strategies and optimizing chances of success across the portfolio. 

Primary duties and responsibilities: 

  • Manages portfolio of scientific, informatics, innovation and quality initiatives and activities to ensure alignment with overall CAP strategies. 
  • Directs and manages the Pathologists Quality Registry to advance its strategic, business, operational, and regulatory goals and objectives. 
  • Leads the team that advocates CAP policy to assigned federal agencies to include HHS, CMS, CDC, AHRQ, NIH, FDA, and ONC. 
  • Oversees and guides CAP staff interactions with the National Quality Forum and other measures related organizations to facilitate approval of pathology performance measures and to ensure pathology representation within the measures community. 
  • Oversees the CAP’s diagnostic excellence portfolio and engagement. 
  • Serves as lead staff to the Quality and Clinical Data Registry Affairs Committee and provides additional staff support to the Council on Government and Professional Affairs.

Education: 

  • Master’s Degree in Public Health, Health Policy or similar relevant area required. 

Experience: 

  • Minimum of 7 years relevant work experience in a health regulatory policy position required. 
  • Prior experience representing entities before HHS regulatory bodies and federal agencies, including prior experience working with the MIPS program required. 
  • Prior experience managing a clinical data registry preferred. 
  • Demonstrated track record of developing, executing and managing successful public policy strategies and initiatives. 
  • Prior experience in supervising, leading and coaching professional staff required. 
  • Prior medical society experience preferred. 
  • Knowledge of pathology or laboratory medicine preferred. 

Additional Criteria: 

  • 10% travel, some weekend travel required
